Explaining the Greek Psyche
By The Peripatetic Reader
This book consists of papers delivered at a conference at the London School of Economics in 1978. The papers deal with the history of Greece for the years from the end of the German occupation in 1944 leading up to the outbreak of the Greek Civil War, considered by many political scientists and historians as a prelude to imperialistic adventures which would follow to the Vietnam War. The contributors each discuss a different aspect of this time period.
Greek resistence fighters — not the Allied forces — defeated the German occupation. When the Germans withdrew from Greece, ninety percent of the country was controlled by the the Greek resistence fighters responsible for the defeat of German troops — the forces of EAM and ELAS — and they were beginning to establish a social safety net, including labor unions and other institutions.
So why did this social movement fall apart and how was it done? This is the subject of these talks and this book.
One paper posits that the revolution failed due to inner disagreements and disorganization in EAM and ELAS, and to a general, pervading fatigue of additional conflict following the Second World War. Another paper proposes that the fault laid with the British, and their misapprehensions, misconceptions, both geopolitical and regarding Greece, and who harbored the great fear was that Greece would fall within the Soviet sphere of influence. Their concern was not for Greece or her population, but for Britain and her interests, both in India and Iran (read, oil).
If there is any one figure who dominates this period it is Winston Churchill, the Mitternich of the mid-20th Century. Churchill may have mellowed once he was out of office and took on the mantel of an Elder Statesman, but during this time period he was absolutely ruthless. Churchill notoriously issued “Do not hesitate to shoot” orders to British troops stationed in Athens, which, if need be, would be used on demonstrators in Athens unhappy with British intervention. This order was in fact carried out, and sparked armed conflicts lasting six months, which culminated with the surrenders of EAM and ELAS, including the surrendering of their arms, ultimately unraveling the nascent social institutions the Greek government intended to establish in Greece. As more than one speaker indicates, any political or ideological union with the Soviet Union was a complete fantasy, unwarranted by reality. Just as with the concern about Weapons of Mass Destruction, such a union with the Soviet Union was not in the works, never existed, and wasn’t even close to happening. The Soviet Union and EAM and ELAS were mutually antagonistic towards each other.
Each lecture in this book is followed by a panel discussion, many times with actual participants of the events described.
The contents of this book will interest political scientists and students of history alike.
It will also help explain the seemingly Greek intransigence in the wake of the EU Financial Crisis. At the writing of this review Greece is in the news again, almost on a daily basis. This tiny Balkan country appears to be pitted against the rest of Europe.
EU leaders should read this book if they want to understand the Greek outrage at the austerity measures they attach to their agreements extending their loan payments. As this book amply describes, Greece was forced to dismantle its social and political institutional apparatuses once before, as the British occupied the country following WWII, and are justifiably reluctant from doing so again with the austerity measures imposed by the Troika.
